In terms of disease research, infectious disease prevention and control, talent training, and the construction of high-level international hospitals, the three regions have signed a total of 62 cooperation projects, including the Guangdong Hong Kong Macao Greater Bay Area Imported Tropical Disease Prevention and Control Alliance and the Guangdong Hong Kong Macao Greater Bay Area Respiratory Disease Research Center project. Compared to the projects signed in 2018, the projects signed this year exhibit four major characteristics: large quantity, high quality, wide scope, and comprehensive expertise.

In order to deepen the health cooperation mechanism in the Guangdong Hong Kong Macao Greater Bay Area and promote high-quality development of the health industry in the region, the Guangdong Provincial Health Commission, the Food and Health Bureau of the Hong Kong Special Administrative Region Government, and the Health Bureau of the Macao Special Administrative Region Government have reached a consensus on health cooperation in the Guangdong Hong Kong Macao Greater Bay Area through tripartite consultations.

To collaboratively build a high-quality and healthy Greater Bay Area, establish an internationally aligned and efficient health service system, we will aim to build a world-class health bay area, strengthen health cooperation in the Guangdong Hong Kong Macao Greater Bay Area, create a favorable policy environment, implement health exchange and cooperation platforms and major project construction, and jointly safeguard the health of the people in the Guangdong Hong Kong Macao Greater Bay Area. We have reached the following consensus:
1、 Putting people's health at the center. Adhere to the principle of "one country, two systems", integrate the development concept of the Guangdong Hong Kong Macao Greater Bay Area, benchmark international and domestic advanced levels, seize historical opportunities, strengthen health cooperation in the Guangdong Hong Kong Macao Greater Bay Area, and jointly promote high-quality development of health in the region.
2、 Promote close cooperation in high-quality medical resources. Create a favorable policy environment and encourage Hong Kong and Macao investors to invest in medical and health services in the Guangdong Hong Kong Macao Greater Bay Area; Support Hong Kong and Macao medical service institutions to participate in the construction of the medical system in the Guangdong Hong Kong Macao Greater Bay Area and provide high-quality health services; Encourage the formation of specialized alliances based on distinctive specialties.
3、 Strengthen cooperation in the field of public health emergency response. According to the Cooperation Agreement on Emergency Response Mechanism for Public Health Emergencies, the Guangdong Hong Kong Macao Joint Conference on the Prevention and Control of Infectious Diseases and the Emergency Cooperation Mechanism for Public Health Emergencies will be established to improve the disaster health emergency and medical rescue liaison mechanism in the Guangdong Hong Kong Macao Greater Bay Area. Regular joint emergency drills and discussions on infectious disease prevention and control will be organized.
4、 Deepen innovation cooperation in the field of traditional Chinese medicine. Give full play to the unique advantages of traditional Chinese medicine in healthcare, actively support cooperation and exchanges in traditional Chinese medicine among Guangdong, Hong Kong, and Macao, and promote academic discussions, concept promotion, and cultural popularization of traditional Chinese medicine for "preventing diseases before they occur"; Support the joint construction of traditional Chinese medicine laboratories and industrial parks by universities, medical and research institutions (enterprises) in Guangdong, Hong Kong and Macao, and jointly carry out research on international standardization of traditional Chinese medicine and the transformation of scientific research achievements.
5、 Expand cooperation in scientific research and service fields. Support domestic and foreign investors to invest in the field of biomedicine in the Guangdong Hong Kong Macao Greater Bay Area, and encourage universities, research institutions, enterprises, and medical institutions in the Greater Bay Area to carry out scientific research transformation cooperation; Jointly promote the integration of medical care and elderly care, and provide healthy, safe, and comfortable places and services for elderly people from Hong Kong and Macao to come to Guangdong for retirement.
6、 Strengthen talent cultivation and cooperation in diagnosis and treatment. Establish an international training base for core technical personnel in general practice and specialties, following the model of standardized training bases for national general practitioners and specialists; Strengthen the exchange of training programs on field epidemiology, occupational health, tuberculosis prevention and control, chronic disease prevention and control, tobacco control, etc; Promote information exchange and clinical diagnosis and treatment experience sharing related to infectious disease prevention and control.
